Star has grown about 131 percent since the 2020 Census and straddles the Ada and Canyon county line. New yards, new HOAs and two counties' worth of road authorities.
Star sits west of Eagle along Highway 44, with about 25,000 residents on the Ada County side and nearly 2,000 more in Canyon County. It has grown faster than almost anywhere in the valley, which means a great many yards with only the builder's driveway and a small back slab. The work we do here is mostly the next round: patios, RV pads, driveway widenings, side walks, sport courts and shop slabs on the larger lots. Star adopts the residential code editions the state approves, and for new homes it requires heat detectors in attached garages, which matters if we're pouring a garage slab for a new build.
The county line matters for anything in the right-of-way. On the Ada County side, approaches and sidewalks are ACHD's; on the Canyon County side, ACHD doesn't apply, and we confirm the road authority before we quote. Highway 44 is a state highway under the Idaho Transportation Department. The soil survey maps river-terrace soils across much of Star, Cleman, Beverly and the Notus-LesBois complex, which are generally better drained than the bottomland near the river but more variable than Meridian's silt loams. We dig a test hole for any footing and use a well-compacted gravel base under every slab.

Is Star in Ada or Canyon County?
Both. Most of the city is in Ada County, where ACHD permits street work. A smaller part is in Canyon County, where a different authority does. We confirm for your address.
Can we add an RV pad to a new home?
Usually, subject to setbacks and the HOA. A 12-by-40 six-inch pad runs about $5,200 to $7,400.
Our builder's patio is tiny. Can you extend it?
Yes. We tie the extension in with a joint, or replace the small slab so the whole patio matches.
Does Star need a permit for flatwork?
Star follows the state-approved residential code, which exempts driveways and sidewalks. A patio cover, a shop or a garage needs a permit.
